I aim to identify another fallacy here.
I call this the Error of Nations, the fallacy whereby single individuals (persons) are blamed for the actions of a government (of which they may not be an efficacious part).
The misattribution of the actions and beliefs of a ruling party or government to a specific individual who isn't a governing or ruling person.
This is another category of identitarian fallacy where group membership, individual people, their actions, and beliefs are conflated.
